Fr. Eric recites an Act of Consecration to the Sacred Heart written originally by St. Margaret Mary Alacoque (1647-1690). This prayer may be recited anytime and as often as one wants, although it is a common practice to recite the prayer once per year or even once per month.
Since an act of consecration is essentially an act of giving or binding oneself to God, it is customary to go to confession before reciting the prayer. Because the particular action in this case is a giving or binding to the Sacred Heart, one might recite the prayer before an image of the Sacred Heart.
